Information Services E-Justice Project wins first place in European competition

The Single e-Justice Portal (SEJP) and the eCase mobile application, developed by Information Services for the Supreme Judicial Council (SJC) of Bulgaria, won the first prize for Positive Change from the European Network of Councils for the Judiciary (ENCJ) for 2025. The prestigious award was presented to the SJC during the ENCJ General Assembly, held from June 4 to 6, 2025, in Riga, Latvia, following a competitive selection among projects from judicial institutions across Europe. The winner was chosen through a secret ballot among participants and is the first award for a Bulgarian institution at such a high level. The European Network of Councils for the Judiciary brings together national institutions from EU member states that are independent of the executive and legislative branches and are responsible for supporting the judiciary in delivering independent justice.

“The first place that SEJP received from European Network of Councils for the Judiciary puts Bulgaria on the map of European leaders in the digital transformation of justice,” stated Ivaylo Filipov, CEO of Information Services. According to him, the international recognition of the e-justice platform and the eCase mobile app is the result of the company’s consistent work as a technological partner of the SJC for over 20 years. “We are proud that our expertise and innovative approach are valued at the highest European level. This proves that Bulgarian IT companies can create high-quality professional solutions on an international scale” Filipov added.

The award-winning system is a revolutionary platform that centralizes access to all court cases in Bulgaria in a single electronic database and provides a full range of online services—from registration to payments via a virtual POS terminal. The platform significantly improves the efficiency, transparency, and accessibility of the judicial system by reducing case processing times and easing the burden on both citizens and judicial authorities.

The Single e-Justice Portal and the eCase mobile application were implemented by Information Services in 2023. To date, over 4.2 million court cases have been published on SEJP, with more than 13 million judicial acts issued. There have been nearly 500,000 electronic accesses, and more than 50,000 documents have been delivered electronically. More than 340,000 electronic documents have been submitted since March 2023, and more than BGN 1.2 million in state fees have been paid through virtual POS terminals. Data shows that the eCase mobile app has been downloaded over 10,000 times from the App Store and Google Play, with more than 12 million user sessions. Through the app, any user with a registered profile can view publicly accessible cases, personal cases, all attached electronic documents, served or upcoming court summons, scheduled hearings, etc.
